About the PR

Rebalances some untouched frontier and standard armors to be slightly stronger.

Merc webvest

standard type 1 armor vests

mild reflective vest buff

big Captain's Carapace buff for non-pierce, similar to normal ss14 instead of frontier nerfed.

adds missing stamina resistance to webvest and merc webvests

Why / Balance

These things haven't been touched since the wizden days and pretty much don't stand up to any actual resistance and just are weaker than other armor options.

Done, cap's vest was a frontier revert to wizden values

Decreased web vest stam res to 70%. Note that armor vests usually have very strong stam res so this is not unusual at all
