chore: minato 0.18.8

Locks minato at 0.18.8, up from 0.18.5.

Unlike the previous bump, this one is real code rather than plugin config:

• the codec for a column is chosen when the decoder is built rather than for every value (perf: choose the codec when the decoder is built minato#37)
• the simple protocol decodes its rows while framing them, which it previously never did (perf: decode the rows of a simple query too minato#38)

40% less work per 5000-row prepared query than 0.18.5, measured in reductions.

82 eunit and 110 ct green. fmt, xref and dialyzer clean.
