Build the site in CI on Linux only - #13720

The site does not depend on the operating system; building it on macOS and Windows too cost about 61 runner-minutes per build. Every JDK still builds it, since Javadoc output changes with the JDK.

Fixes #13719. The
full-buildjob builds the site only on its Linux cells, for JDK 17, 25 and 27, and installs Graphviz only there; the macOS and Windows cells keep the build and tests. On the last three successfulmasterbuilds this removes about 61 runner-minutes per build.
