docs: record the DNS cutover to endusers.cncf.io as complete - #1804

endusers.cncf.io is the Netlify custom domain and DNS points at it as of 2026-10-22: the site answers on the domain and the generated robots.txt already advertises https://endusers.cncf.io/sitemap.xml, so no build or config change was needed (ADR 0001 step 3, ADR 0005). Update AGENTS.md, README.md and ROADMAP.md to name the live domain, tick the two roadmap items that gated on the cutover, note completion in ADR 0001's status, and release the hold on filing the inbound-link requests for ADR 0004.
