1.3.0 was archived on CRAN because its tests failed against ellmer 0.5.0. That is fixed, along with a batch of features large enough for a minor version: support for the classes of 14 more packages, `construct_serialize()`, and four new `opts_*()` arguments. Set the version, turn the development heading of NEWS into 1.4.0, and add the submission notes.
