The original draft claimed "SIS has had no commits since 2026-07-06" and "first vault write recording it" — both went stale mid-flight when a parallel session's Empire Index entry (#52) and merge wave (#52–#56) landed on main. Rewritten against current main per the Cached-Belief rule: dormancy is recorded as a closed window, the parallel entry is credited, duplicated facts trimmed, and the open question narrowed from "is SIS dormant" to "what monitor would have caught the gap on day 3."
