**Dormancy window, now closed:** SIS had no commits from 2026-07-06 to 2026-07-25 — weekly velocity fell 47 → 36 → 18 → 5 → 0 with no freeze decision on record. The window ended with the Empire Index sweep + merge wave (PRs #52–#56). The structural finding stands even though activity resumed: the 19-day silence was caught by an external portfolio audit (2026-07-17), not by any SIS-owned monitor, and no vault or board record marked its start.

**Consumer-repo activity during the window (not covered by the Empire entry):** FrankX/frankx.ai-vercel-website shipped the Fable book, Learn hub portals, Suno catalog intelligence (817 tracks), and Postiz draft-only distribution (merged Jul 15); ACOS superseded Signal into FrankX's social-media-strategy skill (Jul 9); agentic-ops-hub Estate Ops Governance remains open as draft PR #8.

**Cross-repo hygiene shipped this session:** arcanea#83 merged (docs corrected for cross-repo-sync); issue #84 root cause now diagnosed — the `PERSONAL_ACCESS_TOKEN` Actions secret is missing from frankxai/arcanea, so every scheduled run since 2026-02-24 dies at sibling-repo checkout; fix is a one-step human action (create fine-grained PAT, add as secret). arcanea#85 merged (three dangling gitlinks removed). frankx.ai-vercel-website#349 merged (public/reading recursive bloat untracked: 17,880 files, ~508MB).

**Remaining decision for Frank (strategic tier):** who or what owns substrate cadence, so a multi-week silent gap cannot pass unnoticed again — the question is no longer "is SIS dormant" but "what monitor or ritual would have caught this on day 3 instead of day 11."
