"Missing dependency file requirements.txt" error when using wildcard inclusion #2563

We check to see if the requirements.txt file is included specifically, but if a wildcard is used we get the error that it is missing.

// File paths like /requirements.txt, /some/path/requirements.txt

The work around currently is to include the package file with /requirements.txt for example.
