Reason for change

As a website page editor I should be able to easily add a hyperlink while using the WYSIWYG text editor

Changes

Update configuration of the tinyMCE WYSIWYG toolbar to display a hyperlink button.
Wrote a test to verify that the link button works, and that the when viewing the page the link behaves as expected.

Tested that:
- Button present in WYSIWYG editor to add link to page
- The link will appear on the published page
- Clicking on the link will navigate to the entered url
