Rename all instances of riscv-pac to riscv-types besides docs

The 2 CI failing doesn't look like my fault, since the riscv-pac/CHANGELOG.md should be converted to riscv-types/CHANGELOG.md and the spell check is solved in another PR of mine #347 so solving it here might give a conflict, or maybe not.

Well this wasn't an attempt to "spam"! I guess we shall discuss things first! I was trying to resolve the issue romancardenas had opened, not trying to spam you, but if you look closely at the commits there were merge conflicts that ended up deleting my branches, I agree that I had opened 2PRs previously doing the EXACT same thing, but TBH this isn't a attempt to spam BUT a simple PR trying to resolve a issue. I definitely understand its stressing for y'all to see 10 thousand notifications on github especially since notifications on github aren't as good as other platforms (e.g. graphite.dev) that aside, I hope you got my intentions. AS A PROOF I can send screenshots of my terminal history trying to resolve conflicts that ended up deleting branches.
