In trying to get a development environment setup, I kept running into dependency issues with module versions. The way I was able to resolve was to upgrade pip/setuptools (to include funcsigs and provide ordered requirements install), then revise some of the module versions in requirements-base and requirements-dev. This also includes the fixes from Pull #406 .
With the new pep version, there were some slight syntax changes to make in some tests files.
On a fresh, minimal CentOS build that follows the development environment instructions, this will now pass the tests.
