What this reproduces
This is the exact congested region from
srj24sample 1: 46 routes across 8 PCB layers.On the current solver, A01 reaches its 2,000,000-iteration limit after routing 31 of the 46 routes. The 31 produced routes have no geometry violations, but the region is incomplete.
