test: reproduce congested srj24 sample 1 region

What this reproduces

This is the exact congested region from srj24 sample 1: 46 routes across 8 PCB layers.

On the current solver, A01 reaches its 2,000,000-iteration limit after routing 31 of the 46 routes. The 31 produced routes have no geometry violations, but the region is incomplete.

Snapshot

The snapshot shows the same physical region once per PCB layer:

• colored dots are the route terminals on that layer
• colored lines are the traces A01 completed on that layer
• gray circles are through-vias, so they appear in every layer panel

The fix PR will reuse this exact test and visualization without changing the fixture. Its snapshot should naturally change from 31/46, failed to 46/46, solved.
